Haluk Olcay graduated from Galatasaray High School in 2003. He graduated from the University of Galatasaray Faculty of Law in 2007. He registered to Istanbul Bar Association in 2008.

He completed his LL.M degree in Commercial and Corporate Law at Queen Mary University of London Faculty of Law in 2009. He is pursuing his doctorate in Private Law at the University of Istanbul.

He is a native Turkish speaker and he can also speak English and French.
